Selwyn County Council.
The ordinary monthly meeting of the Selwyn County Council was held at 10.80 a.m. to-day; present— Messrs B. J. Lee (Chairman), J. D. Enys, H. J. Mathias, F. Jones, H. W. Peryman, W. Dunlop, and B. Westenra. chaibmah's btatbmbnt. The Chairman made the following itatement:—"Bridge at Dobbin's feord.— lhave not received any information as to the result of the application made to the Government under the ' .Roads and Bridges Construction Aot ' for a grant for the construotion of this bridge. The Aahburton County Council have decided to adhere to their determination to only become responsible for one-half of the amount to be raised by rates. Drainage of Springs Diatriot.— The Comnittee appointed at lasb meeting to coneider the application of the Springs Boad Board that certain drains in the district be placed under their control, recommend that the raquest of the Board be complied with. Drainage Spreydon District.-— The Committee further report, with regard to the application from the Spreydon Board which was referred to them, that they consider the matter to be one for the Boad Board to deal with. Drainage Courtenay District. — TheOourtenay Boad Beard ask the Council to take the steps necessary to acquire land for a draim through Mr Gunn's property. This matter was ' brought before the Oouncil two months ago, | but no action was taken, as it was understood that Mr Gunn was about to make a proposition to the Board. This he has done, but the Board has not seen fit to acoept it. Beaerve in Lincoln District. — The Linooln Boad Board hare asked the Council to endeavour to have a reserve along the Tramway Drain road, conveyed to the Board. From enquiries made at tbe Land Office, it appears that the land was intended to be reserved for tramway purposes, and the Commissioner of Crown Lands suggests that no action should be taken in the matter until further information is reoeived as to the probability of its being required for tramway or railway purposes. Hospitals and Charitable Aid.— l have received a letter from the Under-Secretary for Lands, stating that on Mr Bolleston's return to Wellington the resolution of the Oouncil as to the necessity for making reserves for Hospitals and Charitable Aid will be submitted to him. I have also received a communication from the Hospital and Charitable Aid Board, inviting the Council to appoint! a representative to attend a meet* ing to consider a letter from the Government, asking the Board to devise a plan by which funds may be collected from the publio to supplement the amounts voted by Parliament. Appointment of returning officers under the Licensing Act. — In accordance with a resolution passed at the last meeting, I have appointed returning officers to conduot the annual election of Licensing Committees, and will ask you to confirm the appointments. Lease of Gravel Beserve. — The sanction of the Counoil is asked to the assignment of lease of Gravel Beserve No. 972. Lyttelton Harbour Board Eleotion.— ln accordance with the Lyttelton Harbour Aot, 1882, it will be necessary to hold a special meeting of the Oouncil on Monday, Feb. 12, for the purpose of eleoting two members of the Lyttelton Harbour Board. Courlenay Domain Board. — The Oourtenay Domain Board have nominated Mr H. 0. Frere as one qf the trustees, vice Capt. Parker, resigned, and ask the Oouncil to submit his name to the Government. Planting, Malvern dißtriot. — The Malvern Boad Board apply for a grant for the purpose of planting some of the reserves in the district. Bailway passenger fares.— Some months ago the Government promised to make a reduction in the passenger fares on the railway, but nothing appears to have yet been done. I suggest that we again communicate with the Minister for Public Works, urging the desirability of a reduction being made as early as possible. Malvern Waterrace. — I have received a letter from the Templeton Boad Board, asking the Oouncil to consider the advisability of extending the Malvern Water Bace into the district, towards which object the Board has voted £200. I have asked the Engineer to report what prospect there is of there being sufficient water to enable the Oouncil to comply with the request. The Bailway Department ask for permission to lead the water from the race near Bolleston to the water tanks near the engine shed. It is proposed to lead the water by a head race to feed a ram near the tanks, and run the waste water baok in a tailrace to join the main race, a little to the southward of Bolleston station. I have received one other letter from the proprietors of land, asking that the overseer may examine some of the branch races, which I have referred to the Standing Committee. Beserve 1301, rear Kirwoe. — The Bteward of reserves is unable to accept the terms offered by the Counoil for this reserve, and submits another offer. Hororata Water- raoe.— Mr M'llraith offers to see that tho race through Mr Boaley's paddocks is kept from obstructions in preference to removing any of the gates, or putting fresh gates in, as suggested by the caretaker. Begistration of dogs.— Lotto™ have been received from tho Linwood and Woolston Town Boards, stating that they consider themselves entitled to dog fees collected in the district, and that they intend to collect the fees on their own account. Mr Haughton, tho Banger, is to-day attending tbe Besident Magistrate's Court,
Boothbridge, at the hearing of the adjourned cases against the owners of unregistered dogs. Ihis completes the work he was engaged to do. The total amount of fines inflioted to date is £33. Slaughter Howes.— The Inspector's monthly report on the slaughter houses of the district ha« been reoeived, also an application for a license from the Canterbury Frozen Meat Company. BBIDQB AT BOBBIN'S POBD. The Chairman stated that he had seen Sir John Hall in reference to this bridge. He read a letter from the Ashburton County Council on the Bubjeot, adhering to their former determination. He considered it was no good taking any further steps in the matter till it was seen what Government intended to do in the matter of funds. DBAINAGH OP SPBINGS DISTBIOI. The report of the Committee appointed to consider the application of the Springs Boad j Board that the drains of the district might be placed under the control of the Board, in accordance with olauae 199 of the Public Works Act, was read. It recommended that the application should be agreed to. The report was approved. DBAINAGB OV SPBBYDON DISTBIOT. The Committee appointed to consider the application of the Spreydon Boad Board, with regard to a grant in aid of maintaining the drains of that district, reported that the work was a local one, and should be carried out by the Boad Board and the landowners interested. The report was approved. COVBTBNA? DISTBIOT. The Counoil made an order that all public drains in the Courtenay distriot be placed under the control of the Gourtenay Boad Board, in accordance wifch'olause 190 of the "Public Works Act, 1882." LINCOLN BOAD BOABB. A letter was read from the Lincoln Foad Board, asking the Counoil to cause a tramway reserve in the district plaoed under the control of the Board to be conveyed to them. It appeared that an agreement had been made in 1881 by the Commissioner of Crown Lands to convey the reserve to the Boad 9oard, but this had never been carried out. It was agreed to write to Mr Marshman, calling his attention to the fact that the agreement had not been fulfilled. HOBPITAIB AND OHABITABLB AID. The Counoil proceeded to consider the circular from the Hospital and Charitable Aid Board, asking the Council to appoint a delegate to attend the conference to consider the subjeot of raising funds to supplement those voted by Parliament. On the motion of Mr Peryman, seconded by Mr Westenra, Mr F. Jones was appointed to represent the Counoil at the conference in question. Mr Jones would like to have some expression of the opinion of the Counoil on the matter. He thought that the time had arrived when hospitals and charitable aid should be separated, and no longer be worked together. The Chairman suggested that Mr Jones should be provided with a copy of the Council's letter to Government, asking that reserves might be made in aid of hospitals, &c. The unsatisfactory state of the representation of the Oouncil on the Hospital Soard might also be brought forward. The County contributed very largely to the funds, but was not represented. Government had been written to Beveral times, but the answers received were always that the matter would be considered. He himself had written to Government on the aubjeot in 1878, and refreshed their memory in Marob, 1882, Still, nothing had been done. He thought Mr Jones, by referring to the copies of his letters, could get a very fair idea of the mind of the Council. Mr Jones would do to. After some further discussion of a conver* aational oharacfcer, the matter dropped. LICENSING AOT. The appointments of Beturning Officers under the Licensing Act made by the Chairman were then considered. The Chairman said that the various Boad Board Clerks had been written to asking them to undertake the duties. They had consented to do so. The action of the Chairman was confirmed. LTTTBLTOir HABBOTJB 20ABD. It was decided to hold a special meeting of the Counoil on Feb. 12, in order to elect two representatives on the Lyttelton Harbour Board. Mr Peryman had great pleasure in nominating the Hon E. Biohardson and the Chairman to represent the Oounoil. He explained that the election would of course take place on Feb. 12, but that it would be well for the Counoil to agree aB to whom they wished to represent them, as then the attendanoe of a bare quorum would be all that was neoessary at the special meeting, and because it waß very inconvenient for upcounty members to attend. He also explained that Mr B. J. S. Harman, the Council's present representative, was about to leave the colony on a visit t» England. COITBTHirAY DOMAIN BOABD. It waß resolved to reoommend Mr H. 0. Fr«re to Government as a member of the Courtenay Domain Board. MALTEEN BOAD BOABD. It was decided to reply to the application of the Malvern Boad Board for a grant in aid of tree planting that the Counoil bad no funds available for the purpose. BAIWAY FABEB. The Council proceeded to consider the clause of the Chairman's statement referring to his unsuccessful application to Government urging the reduction of railway passenger fares. After a brief conversation, it was agreed that the Chairman should write again to Government on the subject. MALVBBN WATEE-BAOH. A letter was read from the Templeton Boad Board, requesting the Oouncil to extend the above raoe through, the Templeton district. THE OVBBBBBB. Mr Davis' report on the race for the past month stated that there had been plenty of water in the race, but none to spare. Water in the Hawkins* race was flowing well, and had reaohed Greendale, but he was afraid the private branoh races were being made too small. With regard to the request of the Templeton Boad Board, there waß at present only sufficient water in the river for ordinary requirements, and he was afraid that there would not be enough to furnish a regular supply to the Templeton district, especially at this season of the } ear, when it was most required. Mr Enjs mentioned that he had not seen the Kowii; po ]ow for 18 or 20 years. Mr Ver^man suggested that the Boad Board should bo advised to apply to the Waimakariri Board of Conservators for some of their surplus water. (Laughter.) Mr Bnys moved — "That a copy of Mr Davis' report be sent to the Templeton Boad Board, and that they be requested to furt er consider their application for an extension of the race, and to forward a reply before next meeting of the Oouncil." Mr Peryman seconded the motion, which was agreed to. With regard to the application of the railway authorities for a head of water sufficient to work a hydraulic ram at Eolleston station, it was resolved to reply that the Oouncil would sanction the use of the water from the present termination of the raoe, laid to the tanks at Bolleston, but could not guarantee a constant supply, or sufficient to utilise a ram for the raising of the water. HOBOBATA WAT3B BAOB. Mr M'llraith's letter with regard to the raoe through Mr Cordy's land, and offering to supervise the same, was considered. The Rakaia Boad Board communicated with the Counoil offering to pay the sum of £1000 towards water race works in their district, if the Oouncil would supplement that amount by a grant of £250. It appeared that the Council oould not find funds available for the grant. After some conversation, Mr Jones moved — " That the offor of the Bakaia Road Board to contribute £1000 towards the extension of the Hororata water-races bo accepted, provided that the condition with respect to the Council granting £250 be rescinded." Mr Peryman seoonded the motion, whioh was agreed to. Mr Wilson, overseer of the water-raco, reported that there was a fair quantity of water in it, but it was making slow progress through Sir J. Hall's property. He had received one application for water. The report wa» referred to the Water-race Committee. HIBOHLLANEOITS. The report. of the Inspector of Slaughterhouses was^aid before the meeting. An application was made for a slaughtering license by the Canterbury Frozen Meat Company, whioh was granted. After passing several accounts, and transacting other routine business, the meeting terminated.
