LEASHEHOLDERS' QUALIFICATION BILL.

The Hon T. Diok's Leaseholders' Qualification Bill is principally contained in the following clause : — "Every man of the age of 21 years and upwards having a leasehold estate in possession, of the clear annual value of £10, held upon a lease which at the time of registration shall have not less than three years to run, or having a leasehold so situate and of such value as aforesaid, of which he has been in possession for one year or upwardß. at the time of such registration, and not being registered in respect of any other qualifications for the eatne district, shall be entitled to be registered under "The Registration of Klectors Act, 1879," and to vote at the election of irembers of the House of Bepresentatives. THE EDUCATION BEBERVEB ACT. Under the Hon T. Dick's new Education Beservei Act, to supplement the Act of 1877, soction 11 will be [repealed. The following provisions will regulate the appointments and duties of School Commissioners : — For every provincial district there shall be five Sohool Commissioners, who, with their successors in offioe, shall be a body corporate by name of " The Sohool Commissioners for the Provincial District," for the purposes of the Act. In, the Canterbury district three persons wili be chosen, one by the Governor, and on* each by the Education Boards of North and South Canterbury. All parsons holding office as School Com. nissioners at the commencement of this Act ahall vacate their offices on Maroh 31, 1884, and hereafter School Commissioners in any district shall come into office on the gazetting of their appointment, and shall retire on Maroh 31, in the third year from their coming into office. But all Commissioners shall continue in oftce until their successors take up their work. In a schedule variouß lands in the different provinces are set apart as endowments for primary and secondary education.
