DRAINAGE BOARD.
An ordinary meeting of the Ohristchuroh District Drainage Board was held at 2.30 p.m., to-day ; present— -Messrs L. Harper (Chairman), A. Dunbar, W. Tincent, W. H. Hubbard, S. Manning, and Dr Doyle. PBAINAGE HATTBBS. The Chairman said he had been asked to get a distinct expression of opinion from the Engineer as to whether the present 9-inch pipes were sufficient to carry off excreta, and also whether the present flushing power was sufficient. He also wißhed to get information as to whether the fall was sufficient. The Engineer's answers on these points would remove many misunderstandings on the subject, and enable people to make up their minds in regard to signing the petition in support of the drainage scheme at present in circulation. Mr Bell replied that the pipes were really far too large. Tho Hushing power waß sufficient, and could be increased at a email cost. The addition of the excreta was a mere bagatelle as to quantity. There would be no difficulty in increasing the flushing power by the construction of new tanks, which could be made without any serious expenditure. The fall was ample, being in some oases one in 800, and in others one in 400. This was quite sufficient for all purposes required. enginbee's bbfobt. The following repoit from the Engineer was read : — " (1). Be application from the St. Albans Borough Council to have pipes laid in tho Edgeware road drain from High street to St. Albans creek. There is no doubt this would be desirable; at the same time there are several open drains which are equally in want of being covered in or piped, so that I cannot recommend that any exception be made in favour of the one under rotict. The distance requiring pipes is twenty chains, and the cost for a 15in pipe would be about £460. (2) Mr Maine's letter re floodgate in the culvert under the New Brighton road between B.S.S. 2303 and 2394, being unhinged, and requiring repairs. I find that the drain in connection with this oulvert id not under the jurisdiction of the Board. (3) Mr Attwood's application to be empowered to lay pipes through B.S. 1148 occupied by Mr Beading. Mr Attwood informs me that sinco making the application he has been negotiating with adjoining occupiers to have a drain out through the different holdings whioh will serve all parties ; bo that in the meantime he wishes his application to remain in abeyance. (4) In the matter of plumber's licenses, I would beg to recommend the Board advertise that applications for the same will be received. The necessity for having some control over the manner in which plumbing work is designed and carried out is becoming more and more, pressing, (5) Authority is requested to spend the sum of one hundred pounds (£100) in bringing up underground manhole covers to the surface on the North Avon sewerß. The constant opening and filling in of these man* holes ia very expensive, besides which defects in the roadway are caused thereby, and shingle or broken metal has to be supplied to make these good. If this annual charge were capitalised it would greatly exceed the amount asked for. " (Signed) Edwin Outhbbbt, " Acting for Engineer."
