SYDENHAM BOROUGH COUNCIL.

Iho fortnightly meeting of the Sydenham Borough Council was held in the Council Chamber, Sydenham, at seven o'clock last evening ; present— His Worship the Mayor, Councillors Whito, Day, Charters, Joyce, Hall, Andrews, Pavitt, Nicholl and Langdown.

From the Chairman of the Public Cemetery Board, drawing attention to the Board's application for a grant ia aid of forming the road to tho Cemetery, and requesting a reply at tho Council's earliest convenience.

Tho Town Clerk stated that he had sent a letter containing the Council's refusal to grant the request to the Cemetery Board, but it had apparently miscarried. He had since written again to the same effect.

From the Secretary to the Local Board of Health, acknowledging tho receipt of letter re filling gravol pits with rubbish, and stating that the Board could not do anything further in the matter at present. It was resolved, on the motion of Councillor Joyce—" That the letter be received."

From Messrs Wynn Williams and Deacon, on behalf of Messrs Gray and Hunter, requesting pajment of tho sum of £10 5s 6d due in respect of a bridge built by them over the Heathcote.

Councillor Hall explained that the reason the account was not paid was that the Heathcote Road Board had nofc paid their half of the cosfc of the work.

Councillor Joyce moved—" That the letter be referred to fche Works Committee."

Councillor Hall moved as an amendment — " That the account be paid." After some discussion, Councillor Hall withdrew his amendment, and the resolution was carried.

From Messrs Harman and Stevens, enclosing plan of roads through rural section 62, and requesting the Council's approval of tho same.

A discussion ensued as to the liability of owners to pay for construction of roads through section 13."

It was resolved—" That the owners of property fronting on Junction Btreet in rural section 13, be served with one month's notico under clause 210 of the Municipal Corporations Act."

Two applications for the use of tho recreation reserve from two cricket clubs at Addington wero referred to fc 10 Works Committee, with power to act. From tho Town Clerk, thanking the Council for their resolution expressing thoir favourable appreciation of his services. •

WOBKS COMMITTEE,

The following report of the Works Committee was read : —

" 1. Your Committee beg to report thafc they have agreed to construct ono of the new streets tlirough rural section No. 17 at Mr Harman's expense, and that they propose to commence the work and the lowering of the Windmill road so soon as the labour gang shall have completed the lowering of Colombo street, which has been rendered necessary through the extension of the tramway lines. 2. We have accepted the tender of Messrs Ford and Ogdon for tho supply of 3Doftof 12in drain pipes for Harman's corner, at the rale of Is lOd per foot. 3. We have authorised Mr Brightling to lower the level of Wilson's road from tho bridgo to opposite Burnett's nursery, at his own expense. The approach to the bridgo on the Gasworks road will also be lowered in a similar manner, provided tho ratepayers abutting on the same will agree to the lowering. 4. We recommend that notico be given to Mr Coates that unless the railway siding which was granted to him bo constructed within three months from this time, tho permission given by the Council will bo cancelled."

After a long desultory discussion, the report waß approved. The Mayor stated that the Works Committee wished an expression of opinion from the Council as to whether tho new footpath in the Windmill road should bo made on tho oast or west sido of tho road.

A discussion ensued on tho subject, after which Councillor Hall moved — " That it bo an instruction to the Works CommiLteo to place a footpath on the east side of tho Windmill road, the level to be as near as possible to suit the properties on that side."

Councillor Joyce suggested that Councillor Hall should add to his resolution, so as to provido for the lowering of tho level of the road.

Councillor Hall consented to do so, and the resolution, as added to, was carried.

FINANCE,

The Finance Committee reported that the receipts since last meeting amounted to £526 8s Bd, including rates for tho present year £232 17s 3d, and contribution to Wilson's bridgo £254 Baßd. r lho accounts passed for payment amounted to £300 7s 9d. The credit balance at tho Bank was £568 2a Bd. Tho Committeo mado the following recommendation re tho Impounded Land Fund : — " It appearsfromaletterfrom tho Treasury Department that the greater part of tho Impounded Land Fund has beon paid to the various Boards, of which tho Spreydon and Heathcote Boards havo each received £349 5s sd. This Council is therefore eutitled to receive its pro rata chare, in accordance with the agreements arrived afc ou severance. Wo thoroforo recommcud that application be made to theso Boards for the Borough's sharo. Tho amount duo by Spreydon will bo £190 Is 2d, and by Heathcote £79 19a 5d."

Councillor Androw thought that the Council could not claim anything from tho Heathcote Board, as Mr Fitzgerald's award on the mattor waa final.

Councillor Charters concurred. It was pointed out that the monies referred to had been received since tho award.

After somo furthor discussion tho report was adopted.

BOAHD OF HEALTH,

Tho Council then considered tho lettor recoived at tho last meeting from the Board of Health re. Iho delegation of its powers.

It was pointed out that as Christchurch had taken over cortain powers and duties hitherto performed by the Board of Health, it did not have to pay anything towards the salary of tho Board's Inspector, and the sharo which Christchurch had paid would now have to bo paid by* the remaining bodies whioh contributed lo the formation of tho Board.

It was resolved ou the motion of Councillor Joyce, to ask tho Board of Health for information as to tho cost to the Council of the Inspector's services. UKA.NCB. Councillor White asked if tho Finance Committee would bring up a report showing the liabilities and nssets of tho Borough.
