♦— — [By Telegbaph.j WELLINGTON, Oct. 81. After a brief reply from the Hon John Hall the Qualification of Electors Bill was read a second time on the voices. The Registration of Electors, Regulation of Elections, Corrupt Practices Prevention, Election Petitions, and Triennial Parliaments Bills were also read a second time, with very little discussion. The House rose at 2.30.
