If we could believe that the rejection of ex-councillors Bird, Beiogs, and Toomeb at the poll yesterday was due to a feeling of profound dissatisfaction at the want of public spirit which has been manifested by the City Council during the past year, we should rejoice exceedingly. There can be no doubt that such a feeling has greatly contributed to the result. We gladly accept the return of Messrs Gapes and Ayers as wholly due to that feeling, and have pleasure in welcoming, in that aspect, their election. No doubt, the same feeling also contributed largely to the return of Mr Wilson, but in his caee other influences than those of public policy or individual merit, unless we are greatly mistaken, obtained. It is true that Mr Gapes cannot be altogether regarded as new blood, For five years he served the citizens with great assiduity and attention. If not brilliant, he was painstaking, liberal, and prudent. If cautious, it cannot be charged against him that he was in any
