He asks us to imagine a Committee meeting of two Councillors — the third member being being absent. # We are to suppose that a difference of opinion occurred between the two Councillors, and that one acting as chairman made a motion, put it to himself, declared ifc carried, and pufc it forth as the decision of the Committee. It is difficult to realise that such sn arbitrary abuse of a momentary advantage would be seized by any gentleman whom the citizens would elect.. A difference having occurred, the two Councillors would, as a mattor of course, adjourn the consideration of the disputed point until the absent member was present. In our opinion the Mayor should be a member of all Committees— appointed or to be appointed — which can be done by the Council at anytime, and Sub-Committees should never consist of less than four Councillor?, three of the five members of Committee to form a quorum. By the adoption .of such a course, the occurrence of such a farfetched case of petty tyranny as our correspondent has called up could not possibly happen.— Ed. Star."]
