PROPOSALS FOR THE OCCUPATION OF BULGARIA. General Ignaticff has informed Lord Salisbury, the English representative at the Conference at Bt-mbcul, that Russia would accept Swiss or Bulgarian occupation of Bulgaria. The suggestion has been forwarded to the English Government, who have sot yet replied to it. •
