OHRISTOHUROH, Fbiday, Sept. 24, Tho Counoil mot at 3 p.m. Present— His Worship the Mayor and all tho Councillors, exoept Oounoillor Sohmidt. DAY OP SITTING. Oounoillor Turner said that sinoo last Monday ho had received opinions from Messrs Haiiraer and Harpor, and Garriok and Oowlishaw, to the effoot that tho resolution passed on Monday evening last with referonoe to the day and hour of sitting, was legal. The Mayor said he had consulted tho City Solicitor, who thought that while olauso 142 did not overrule olauso 135, still ho thought that for policy's sake it would bo as well to fo according to tho first-mentioned olause. n faoo of the two opinions laid boforo tho Counoil by Councillor Turner, ho would not givo an opinion one way or tho othor, but he was willing to go on with tho mootings on Fridays. Oounoillor Tumor said that if tho resolution passed on Monday ovening last wore aocoptod by tho Oounoil, ho would consent to givo fourteen days' notioo for tho rescinding of a former resolution, in ordor to get over any technicalities that might possibly arise, but he would dooidedly object to the question being again opened de novo, for tho sako of scouring another voto aftor tho approaching olootion. Ho thoroforo movod that tho Oounoil do pro* oood to business.

Ho would thcreforo oounsol Oounoillor Turner to givo tho roquisito notioo for tho rescinding of tho resolutions passod some years ago, for tho holding of tho weekly moetings on Mondays at 7 p.m. Oounoillor Tumor said that he would do so, if it wero clearly an understood thing that tho resolution of Monday evening last would not bo departed from, On the ground of perfeot safety, so far as technicalities woro conoomod, but on no other, ho would do what ho had previously intimated. Councillor Thomson considered that tho present meeting of tho Counoil was in porfeot oomplianco with tho provisions of tho Aot as rogardod ordinary meetings of tho Oounoil. Tho case, ho thought, ought to stand pn its merits. If those who were opposed to tbe

moMings boing hold on Friday afternoon wished to have an alteration made, they oould givo notieo of motion for a return to Monday ovening. Oounoillor Jonoa contended that Councillor Turner's motion Vf Monday evening last was illegal, and moved— "That tbe Council do adjourn until Monday evening next, at 7 p.m." Councillor lok secondod tho motion.

After somo dieoussion, the motion for adjournment was agreed to; Oounoillor Turner, by arrangement, giving notioe of motion for noxt Monday woek for the rescinding of all provious resolutions respecting the day and hour of sitting ; and that in future the ordinary meotinge bo held on eaoh Monday, at 4 p.m. ; it being understood that all members will aoquiosoe in carrying the same. Tho Counoil then adjourned.
