HEATHCOTE ROAD BOARD
This Board met at 10 a.m. on Thursday, the 16th of April. Present — Messrß J. T. Fisher (chairman), Dunlo'p, Mardon, and Ness. Receipts since last meeting : — Rent of iwing bridge, £17 18s -Id; ordinary rates, £f 5 10s 7d ; special drainage, £1 lls 5d j Court fees, £1 ; total, £27 0s 4d. A ratepayer waited on the Board, also a letter was read, complaining of a nuisance on Mr Daltry's premises, caused by dirty pigstyes and stagnant drains, the same being a source of great annoyance and unhealthiness to the neighbourhood ; when the members of the Board, acting under the Board of Health Ordinance, directed the clerk to hare the same aba' ed within seven days, or otherwise to strictly enforce clauses 38 and 39 of the said Ordinance. A letter from the Rev. G. J. Cholmondcley, re footpath at Opawa, was read, when tho Board considered that the road was too narrow to allow of a footpath being formed. A petition was received from residents on roads leading from Farland's to bridlepath. It was agreed to consider the same in the estimates for this year. A letter from the Provincial Secretary in *oference to the grant for Hill's road was received, when it was agreed to let the contractors breaking metal on the said road break 300 yards more than their original contract, but at a reduction of 3d por yard. Mr G. Duncan interviewed the Board re drainage, and was informed the Board would communicate with the Government on the matter. MrjPapprill waited on the Board re im-
provements to Kerr's road, stating if the Hoard would make the same the inhabitants would contribute 20 per cent, towards the cost, the same to be duly considered in the estimates. The Clerk was directed to write to Mr W. i Eennaway, requesting him to dedicate Worcester street East to the superintendent ; also, to write to the Mayor of Christchurch, asking him to appoint a meeting with the Heathcote Road Board to consider a plan and specifications for filling up the Ferry road drain, and to take the necessary steps for the purpose of arranging matters with the Provincial Government for paying its share of the expense ; also, to invite tenders for four contracts, viz. : — For breaking 383 yards stone on the Ferry road ; 300 yards at the Ferry ; for supplying and carting on to the Hills road 150 yards of broken metal ; and for carting 300 yards of broken metal from Rocky Point on to the Hills road, according to specifications. The estimates for the ensuing year were then gone into, and the report of condition and requirements of roads drawn up by Messrs Fisher and Attwood, who had made a visit of inspection through the district for the purpose, was carefully considered, occupying the Board four hours, when, after estimating for works only that will be obliged to be done, the expenditure for the year will be £4228, and tho income £3250, thus showing that the receipts at the command of the Board are not sufficient to enable it to make the improvements necessary to so large and thriving a district as the aauie demands. The Board, according to resolution made and announcement given a montli^ since, struck a general district rate of Is in the £ on all rateable property as per rate-roll, whereupon all the members paid their rates to the clerk, as required by the Ordinance. Accounts to the amount of £249 19s 2d were passed for payment, when the Board adjourned.
