Telegraphic "advices from Ireland state that a serious tumult took place at Cork on Good Friday. A collision between the troops and the people caused great agitation. Many were wounded. . . ; : Paris, April 18. The French Emperor will send printed letters to the electors explaining the signification of the Piebiscitum, leaving the people to choose between liberty and revolution. Messrs Greville and Co. have received the following memo, from their Galle agents : — " Just as the mails for China and Australia are closing, the telegraph master at Galle reports an interruption on the line between Dambulla and Paumben (Ceylon), so that it is feared no later telegrams can be received in time. " Galle, noon, April 20." - The following items are translated for Greville and Go. from latest foreign papers: — Spain accepts the proposal of England to submit the settlement of the Tornado question to the arbitration of Napoleon 111. It is said that an English company has offered to the Government of Turkey to establish, wilhout subsidy, a railway from the Sea of Marmora to Bassora, across Asia Minor. According to the new electoral law now in preparation in France, the number of deputies
will be 415. Et cry constituency of from 18,000 to 25,000 will have one deputy. The colonies will also send deputies— Bourbon, 2; Guadaloupe, 1 ; Martinique, 1; Algeria, 4. M. Julea Simon claims for the colonies universal suffrage and liberty as for France. The Belgian Senate has adopted, by 28 against 23, the new Electoral Bill as sent from the House of Representatives. In the Senate at Washington the Committee of Foreign Affairs reports the rejection of the treaty, of annexation of San Domingo. The same committee is not favourable to the' purchase of San Thomas. ," ■: The steamer Golden City, from San Fran- | cisco to Panama, was wrecked near the Coast of Mexico: Crew, passengers, and specie ' saved. Estimated loss, 250,000 dol. f The steamer Hooghly, with the mails from India, China, and Japan, steamed through . the Suez Canal. • . . . . , . „ At a meeting of the capitalists and merchants of Florence, it has been decided to accept the proposal of M. Fazzari to build a large ship, of which General Bixio should have the command, intended to extend the trade of Italy towards India and Australia. Public subscription-lists are to be opened in - the large cities of Italy. MM. Bombrini, Carini, Fenzi, and Bellinzaghi have been appointed to form a committee.
