LYTTELTON BOROUGH COUNCIL.
Monday, Dec. 6. . The Council met at the usual hour. Present :— All tbe Councillors; his Worship the Mayor presiding. The minutes of the previous meeting were, read and confirmed. The Clerk informed the Council that he had received during the week : — Rates, £14 16s 9d. The Inspector of Nuisances' report was read. It stated that the new scavenger had commenced hiß duties, and that he had asked pernrssion to place hia cart under the cutting. . The inspector wished to know if he could take proceedings against cattle owners for allowing cattle to stray on Hawkhurst Road. The by-law on the subject was read by the clerk. Councillor Young moved, and Councillor Chalmers seconded, " That an advertisement be inserted, that after such a date the provisions of the by-laws relating to the Cattle Ordinance would be strictly enforced." Councillor Allwrighfc opposed the advertising, as be contended that persona having cattle ought to know the law. Councillor Chalmers said the Ordinance gave them great power. Cattle owners were probably not aware that cattle could be taken off the owner's land and be impounded if they were not properly fenced in. There were at the present time cattle on the owners' land which were a standing menace to the town. The motion was carried with one dissentient—Councillor Allwright. The Works Committee's report was read. It stated that the asphalte footpaths had been repaired; that those in charge of Mr Smart wanted looking to; and it suggested that he should be communicated with. The town lamp-posts and ironwork required painting. With respect to the pavement, it was resolved to let the matter rest with Mr Smart, he having the contract. The painting waa referred to the Works Committee. The following accounts were passed for payment: — Whales, carting £1 19s Ild; weekly pay-sheet, 26 2s. Councillor Chalmers said he wished to apologise for bis absence at the Educational meeting. He was unable to be present owing to stress of weather. He was glad to learn that the subject had been taken np so warmly. Councillor Allwright wished to ask if tho Council intended to do anything when the
-flying Squadron arrived. He thought that if there was a Regatta, the Council might offer a cup or a piece of plate to be competed for. After a few remarks, the subject dropped, and the Council adjourned.
