The Government were c^fl raayed on discovering the extensifl nature of the military operations .fl which the colony was embarked, anfl the enormous cost of them. Thefl war policy would be to reduce the prfl sent force considerably, abandon afl aggressive operations — notturningthei-fl backs on the enemy, but to act on thj defensive only ; not to abandon arfl territory prematurely, although somvfl out-settlements might be tempos rarily given up. The .cardinal! point was to obtain Imperial assisi tance in men ; to retain the 18fch I Regiment by paying for them, anc Zj to ask for another regiment, specially , enlisted aud officered for the service. Ifc was nofc yet known how financiah matters stood. If a war loan were necessary it should bo borne by the colony as a whole, but, if a loan werej necessary, to open up the North Islancfl and make roads, it should be bornifl solely by the North. The colony as ifl whole would have to pledge itifl credit, but an Imperial Act wouhfl be obtained to settle the liabilifcjfl between the Islands. The Govem-fl ment would discourage any orfl ganic constitutional changes withoufl an appeal to the country. They wouhfl cordially assist the provinces to fulfil their fuucfcions, but if any were unabll to stand alone the Government wou-fl ask the House to assist in devisi-fl means to rescue them from their p<^fl| tion.
