LYTTELTON BOROUGH COUNCIL.
♦ Wkdnespat, June 16. The Council met at the usual hour. Present .- — Councillors England, Allwright, Wbledge, Ward, Hawkins; his Worship the Mayor presiding. The minutes of the previous meeting were read and confirmed. The clerk informed the Council that he had received since last meeting, rent from Mr Julian, £15 7s 6d. The following correspondence was read : — From the Council to Mr DOyly, enclosing the Council's decision, re Peacock's land. To the Secretary of the Lyttelton Building and Investment Society, informing him that the Council would reduce the rental of Mr D. Davis' store. From T. Leslie, asking the Council's permission to open up the asphalte footpath, to put down a drain. From his Worship the Mayor in reply, granting permission, subject to the usual conditions. From Mr DOyly, informing the Council that he had applied to the Resident Magistrate for a re-hearing of the case, Council r. Rut-
ledge. This had been refused, the Magistrate being of opinion that the case did not come within the meaning of the by-lawß. From the Secretary for Public Works, informing the Council that the Provincial Engineer's attention had been drawn to the matter of the broken culvert near the Postoffice. The Works Committee's report was read as follows : — ln reference to the footpath asked for by the ratepayers in Dublin street, your committee have to report that, providing each owner of property abutting on such footpaths will either allow the clay to run on to their laud, or else put up some kind of retaining wall to prevent the clay doing so, they would advise that the footpath be formed in its proper position with wood curb. If the owners will not consent to do, or permit, either of the above, they would suggest that a temporary footpath be formed outside the curb, such footpath to be 7ft. wide, and to be sloping towards a temporary gutter formed 7ft. outside the proper line of gutter. The latter plan would be much less expensive thau the former. ' Councillor SVard moved, and Councillor Woledge seconded the receiving and adoption of the report, which was carried. After considerable c!iscussion* on the matter, Councillor Woledge moved, Councillor Ward seconded, and it was resolved — " That the persons signing the requisition relative to the improvement in Dublin street be waited upon by the Works Committee, for the purpose of ascertaining their full requirements, -and explaining to them the position the Council will take in the matter, as recommended by the. Works Committee ; any action the Council may think proper to take to be in abeyance until after the interview between the Works Committee and the inhabitants." fcphe Inspector of Nuisances' report was read. It stated that several notices had been served on persons to remove rubbish, and informed the Council that he had received a letter from Mr Oliver, complaining that some persons emptied night-soil near his house, but he could not find out who committed the offence. The following accounts were passed for payment: — Weekly pay-sheet (two weeks), £12 4s; T. Street, lighting, £9 10s; Whales, carting, £2 7s 10d; Austin, lamps, £4 10s. . Councillor Woledge moved the resolution standing in his name—" That the resolutions passed with reference to the land and store in the occupation of Mr Cuff be rescinded." Councillor Ward objected to the motion, on the ground that proper notice had not been given. His Worship ruled that the notice given was sufficient. Councillor England seconded the motion, which was carried with two dissentients. Councillor Woledge moved, and Councillor England seconded, the second part of the motion — " That the rent of the section and store now in the occupation of Mr Cuff be re-considered, and a final rent fixed." The motion was carried. Councillor England moved, Councillor AUwright seconded, and it was resolved — " That Mr Cuff be allowed to rent the store at £30 rental for one year, each party to give three months' notice. Allwright moved bis resolution relative to pedlars, and stated that the shopkeepers suffered considerably by pedlars going about the towjo^ (AliUi-a shortf"discussion, it was resolved that the matter be referred to the By-laws Commjttee, to report on and embody in the hy-lawsj Councillor Allwright asked for leave of absence for one month for Councillor Balestiee, which was granted. The Council then adjourned.
