LYTTELTON BOROUGH COUNCIL.
Monday, April 12. Present — Councillors England, AUwright, Ward, Hargreaves, Chalmers, his Worship the Mayor presiding. The minutes of former meeting were read and confirmed. The Clerk stated he had received during the week — rates, £54 15s 6d ; Mr Kerr, rent of bathing shed, £7. The folloAving correspondence Avas read: — To his Honor the Superintendent, informing him it had been resolved to present the address of the town to his Royal Highness at the Colonists' Hall, and asking for an immediate reply so as to alloAv the Council to make arrangements. To W. B. Mountfort, enclosing copy of address, and requesting that a copy of same be engrossed and illuminated for" presentation. From iir FeldAvick, Cure Boating Club, stating that on account of the trouble in getting the members together, the club must decline taking part in the boat procession. From the City of Norwich Lodge, Lyttelton, informing the Council that the members did not intend to take part in the Christchurch procession, but they Avould do so in the Lyttelton one. From Matheson's Agency, calling the Council's attention to damage done to their property by the overfloAv of storm water, and requesting the Council to take steps to prevent it in future, also informing the Council they will be held responsible for any damage done. From E. Nurse stating he had bought a truck, and was acting as porter, and asking the Council to protect him by granting him a license. From Mr Rich, calling the Council's attention to the weighbridge windoAV which had heen bloAvn out and further stating that the Council had promised to repair it. His Worship said he had been asked by Mr J. W. Hamilton to affix the Council's seal to the receipt vouchers for rent of Magistrate's Court ; he wished the Council's authority to do so. A discussion ensued thereon. Councillor Hargreaves moved, and Councillor England seconded, that the seal be affixed, and a letter forwarded protesting against Mr Hamilton's right to demand the seal of the ( 'ouncil, inasmuch as the Council consider the rent is due and payable at their oflice. Councillor Ward moved, and Councillor Chalmers seconded as an amendment, that the Avords " The seal be affixed " be left out. The amendment Avas put and lost ; the original motion Avas then put and carried. A letter was read from Mr W. Graham, asking the Council to contribute towards a children's treat during the visit of His Royal Highness. A letter from Matheson's Agency was next considered, and led to a lengthened discussion. The whole of the correspondence was read relating to the encroachment of the property on the road. Councillor Hargreaves moved, and Councillor Ward seconded, " That the Council cannot entertain the claim of Matheson's Agency for alleged damage to their property, and that Matheson's A»ency be requested to put a fence on the proper line and level of Norwich Quay, otherwise this Council will have to take steps to compel them to do so, to enable the Council to make arrangements for the drainage referred to. Councillor Chalmers deprecated litigation, and moved as an amendment, " That the Works Committee be empowered to ent a gutter if the ground would allow it." Councillor England moved that the latter portion of the motion be struck out. The amendments Avere put and lost, and the original motion was carried. It Avas resolved that Mr Nurse be informed that the Council have no power, and that his application cannot be entertained. Mr Graham's letter was considered, and Standing Order No. 7, having been suspended, Councillor Ward moved, Councillor England seconded, " That the Council vote a sum of £5 to be given toAvards a children's treat during His Royal Highness's visit." Councillor Hargreaves opposed the motion, stating that the Council had given all it could afford. Councillor jChalmers mo ved as an amendment that the Avords be added " provided the sum A'oted does not exceed £30," Avhich was lost, and the original motion Avas carried. Mr Rich's application Avas considered. Councillor AUwright moved, Councillor Ward seconded, and it avos resolved " That Mr Rich be informed that the Council do not keep their tenant's property in repair. The Inspector of Nuisances Report was read. It stated that notice had been served on Mr Gray to remove some pigs Avhich Avere a nuisance. Councillor Hargreaves asked for an extension of time for the Municipal Estates Committee to bring up their report, Avhich Avas granted. • : : Accounts amounting to. £13 19s lid vrcre passed for, payment. It was resolved that the Clerk write to the
officers of the Hook and Ladder Company requesting that a report be sent in. His Worship said that action had been taken against persons who had not paid their rates. Councillor Alhvright asked if anything was going to be done respecting the reception of His Royal Highness. After some discussion Councillor AUwright moved, Councillor Hargreaves seconded, and it Avas resolved " That a sub-committee be appointed to carry out the arrangements, the same to consist of Councillors Hargreaves, England, and the mover. The Council then adjourned.
