Senior Monge has been appointed commander at Havannah vice Maldonado. General de Roda has been appointed to the command of troops in Andalusia. General Mackinnou has been made Captain- General of Seville. A severe fight took place between the Government troops and the Cadiz insurgents. The result of the battle was undecisive, and insurgents still occupied Hotel de Ville and surrounding districts ; they detained all foreign Consuls they could seize, hoping to prevent bombardment of that portion of the city by war vessels in harbour. The rebels are said to have numbered 3000 men. Great excitement prevailed at Xeres, Malaga and Tarragona. The Governor ofSaragossa telegraphs that republicans there intended to attempt to release and arm convicts, but precautions were taken which prevented t'*e plot being carried out. General de Roda has declared the ports of Cadiz in a state of blockade. The Carlist party in Lower Arragon are making preparations for revolt, and fears are entertained of a rising of tbe Republican party in Barcelona. The political agitation throughout Spain is very great. Many families are leaving the country. Montpensier offered his services, but the Provisional Government replied they respected his intentions, but preferred that he should return immediately to Lisbon. General de Roda has issued a proclamation, which produced a marked impression on the insurgents, who sent a delegation, accompanied by tbe United States Consul, to General de Roda, and offered to place their arms in buildings he should designate ; accordingly the whole body of insurgents surrendered their arms to the United States Consul, who turned them over to the military authorities to the number of 8000 or 10,000. Nine war vessels were ready to attack the city, but all is now quiet. 30,000 persons fled from the city. All Foreign Consuls and families, except Swedish and American, left the place. There were 537 barricades in Cadiz. The
American Consul's house was filled with Irefugee women and children. General de Roda entered tho city with his troops ; 500 persons have been killed and wounded on both sides during the fighting. No arrests have been made, nor are any contemplated. The Government promises to act magnanimously. About 80 persons have been ar rested at Madrid ror trying to incite working men to rebel against the Government. The reactionary movement is spreading through Spain.
