LYTTELTON BOROUGH COUNCIL.
» Mondat, Jan. 18. Present: Councillors Allwright, Merson, Chalmers, England, Woledge, his Worship the Mayor presiding. The minutes of former meeting were read and confirmed. The amount collected during the week was, rates, £7 89 6d. The following correspondence was read :— To Mr A. Rich, informing him that on account of his not abiding by his contract, forcible entry had been made into the weighbridge office to weigh some goods. From the Provincial Engineer informing the Council, that, since his last letter he had been appointed Engineer of the railways, and although he would superintend the proposed water supply, yet it would be necessary to employ a competent person to carry out the work, at a cost of about £30 ; if the Council approved, he would proceed at once with the work. From Collier and Company, asking for a road across footpath, which was agreed to, subject to the approval of the Works' Committee, >*From Mr E. W. DOyly, protesting, as a ratepayer, tjgainst any large sum of money being spent in obtaining tunnel water until it had been analysed ; also stating that the tunnel water was not fit for drinking or washing, and that when the crews of ships used it they were seized with severe bowel complaints. Councillor England asked if the ratepayers had any power to protest. His Worship answered in the negative. The Inspector of Nuisances' report on the lamps was read. It stated that several were broken. It was resolved to leave the matter in abeyance at present, until a claim had been sent in by the contractor for work done. The report of the Works Committee was read . It stated that the asphalt footpaths in Mr Smart's contract were all in good repair. The steps and other work to be done at the Bathing-shed had been attended to. The work on the Sumner road was being proceeded with. The committee had inspected the well in Ripon street, and ordered it to be cleaned out. It was resolved that the report be received. Councillor Chalmers' motion, " That the Clerk write to the Christchurch Council, asking for information as to the method on which the city scavenging was conducted," was lo»t after some discussion. The Bathing Custodian's report was read. It stated that the platform and steps had been carried away by the late heavy sea. The report was referred to the Works Committee. Accounts were passed amounting to £16 7s 2d. The water supply question was next considered, and a long discussion ensued on Messrs Thornton and D'Oyly's letters. Councillor Mersoa said he hoped the Council wou!d not listen to protests ; if it were for nothing else than protection against fire, the work ought to be done. On the motion of Councillor England, seconded by Councillor Chalmers, it was resolved that Mr Thornton be instructed to proceed with the work at once on the terms of his letter. On the motion o£ Councillor England, seconded by Councillor Allwright, it was resolved that the question whether brick or iron tanks be most advisable be submitted to j Mr Thornton for his consideration and decision. The following tenders, for carting, were opened : — J. Rutlidge and K. Griffith, both 1 4s per day, 2s per hour, Is per load; W. Whiles, 13s per day, Is 8d per hour, Is 9d per load. The tender of W. Whales was accepted. >TThe following tenders for lighting the town were also opened : — T. Street, 4d per lamp; W. Hollis, 3jd; R, Croton, 3£d; Wi Mitchell, 4d'; Samuel Bruce, 3d.

The tender of T. Street was accepted. Councillor Chalmers' notice of motion was ext considered, and, after some discussion, c moved for a sub-committe to examine chedule 13, with a view to ascertain what ib divisions (if a^y) it may be desirable to iopt for Lyttelton, which was carried. It was resolved that the Mayor, Councillors awkins and Chalmers form the committee. It was resolved that a committee, consistig of Councillors Woledge, Hawkins, and hambers, be formed to report 1 on the flaanal position of the Council for the current ear, with a view to ascertaining if there are ny funds from the general rerenue available >r the proposed water supply. A letter was read from the secretary of le Fire Brigade, informing the Council that [r Roper had resigned the captaincy of the 'ire Brigade. It was resolved that the Clerk write to Mr oper, asking him if he intends also to regn the Fire Inspectorship. It was resolved that the present arrangelent for lighting be continued for one week, efore any contract be entered into. Councillor Allwright gave notice of moon, that the resolution passed that night in ?ference to lamp lighting be re-considered, sr revocation or alteration, as the Council jay deem fit.
