Monjdat, Nor. 23. Present: Councillors England, Allwright, •Willcox,~Ward, Hawkins, Woledge, and Chambers; the Mayor presiding. The minutes of the former meeting were read and confirmed. : The Clerk stated that he had received, during the week, from D. Davis, rent,. £27 los. I :/ "■ Correspondence •^■as read — ; ,;- From Mr E. Dobson, Kailway Engineer, stating in reply to the Council's inquiries respecting the water supply of Lyttelton, that hi 3 eneagement with the Government ter-
initiates next month, and he thought the matter ought to be referred to the Secretary for Public Works. The Clerk stated that he had forwarded 1 the whole of the correspondence to the Secretary for Public Works. From the Attorney-General, enclosing his private legal opinion on the Corporation Act, as relating to by-laws, and stating that the opinion sought for from him as AttorneyGeneral, should hare been sent through the Colonial Secretary. As an error had occurred, he should make no charge for the legal opinion given on the various clauses submitted to him. The Inspector of Nuisances' report was read. It stated that notice had been served on Mr Rhodes to remove rubbish, which had been attended to; also that complaints had been made by Mr Morgan, of Voelas road, that certain persons deposited night soil, rubbish, &c, on a reserve near his house, causing thereby a great nuisance to himself and neighbours. A discussion ensued on the by-laws. Councillor Ward moved, Councillor Allwright seconded, and it was carried, " That all by-laws hitherto existing in the Borough be aud are hereby repealed." Ob the motion of Councillor Ward, seconded by Councillor Chalmers, it wag resolved, " That the by-laws, as submitted to his Honor the Superintendent, be adopted." The following accounts were passed, and ordered to be paid : — Weekly pay sheet, £7 10s 6d ; G. Buist, for bathing shed, £19 15s. A warm discussion ensued on this last item, in consequence of the committee exceeding the amount granted. Councillor Ward eventually moved, Councillor Allwright seconded, and it was carried, " That the committee be indemnified ia the amount. The agreement between the Council and Mr Kerr, bathing custodian, was read, and approved by the Council. Chalmers moved, Councillor Ward seconded, and it was carried, " That a reward of £2 2s be offered for information leading to conviction, for persons throwing slops or rubbish on the public roads." "It was TigspTved that the same be advertised by billiTj The Clerk stated that he had received an application from Mr Nalder, solicitor, asking that the costs in the case of Rouse v. Municipal Corporation be paid into Court. It was resolved that the same be paid, and that the valuer be informed that the Council hold him responsible for the amount. With respect to the case of Knowles t. Council, it was resolved that the Council pay the costs, they having undertaken the defence of the valuation.
