He will get in for Greenwich The new Submarine Telegraph Cable from Malta to Alexandria was completed on Oct. 3. Samuel Eaton, station-master at Abergele, who was prosecuted ~* for manslaughter, has been acquitted. , A Mr Disraeli has issued an address to his constituents in Buckinghamshire. He says the policy of the Whigs on the Irish question would unsettle property, make confiscation contagious, and give England over to Popery and the rule of foreign powers. The Liberals were opposed to the Irish Church disestablishment. Bumour says Victor Emanuel'a second son may be called to the throne of Spain. Paris, Oct. 9. French papers anticipate a civil war in Spain. Italy has appointed a Minister to Mexico, who will represent France. Queen Isabella has issued a protest against the Spanish revolution, asserting that her right to the throne is not injured by it, and that the acts of the Junta are not binding. The Italian Prime Minister is en route for Paris, to negotiate regarding certain concessions by France. Admiral Farragut, of the United States Navy, was received with ovations at Athens. The Eoyal family of France went to Biarritz to meet the Queen of Spain. The report about the reduction of the Prussian army is contradicted. There is still war agitation and excitement between France and Germany. Napoleon's speech at Chalons is said to indicate war. Madrid, Oct. 5. The Constituent ' Assembly is being elected. Perfect order prevails. Madoz was appointed President of the Junta, but he resigned. Aguira succeeds. Serrano is appointed General-in-Chief. Novaliched died on Oct. 1 from wounds received in an engagement with Serrana. General Colonge, of the Eoyalist armyy has been arrested and awaits his trial in the fort of Santona. Armed citizens occupy the guardhouses and posts about Madrid. Pezuela has fled to France. The Queen took all the Crown jewels and Regalia, and 26 millions of reals. The Barcelona populace publicly burnt a portrait of Isabella. Bassols has been appointed by the Junta to the command in Catalonia. The Junta will bring in a bill at the first session of the new Cortes, abolishing slavery within ten years by gradual emancipation throughout the colonies of Spain.

The propeller Perseverance was burnt on Lake Ontario on Oct. 6; twenty lives were lost. .^Disturbances between whites and blacks have occurred at Louisiana ; two whites and five blacks were killed. The disturbance arose from the cowhiding of a white Editor. The internal revenue investigation 1 resulted in the discharge of Commissioner Rollins and deputy. The principal witness has been arrested for perjury. . General McLellan was enthusiastically received in Philadelphia. A steam tug exploded in dock at; New York on Oct. 8; two persons were killed, and eight wounded. The National Convention of French Canadians was held at Springfield; Massachusetts, on Oct. 8. Resolutions were passed denouncing the New Confederation and the coercion of Nova Scotia, and favouring annexation to the United States, or the formation of a Republic. The English cricketers have so far beaten all opponents. Their closest match was with the Philadelphia Club. The Spanish Minister at Washingis still recognised by the United States as the Spanish representative. Returns from Connecticut shew the Republicans to be in a majority. That estate goes with Grant in the presidential election. George Erancis Train has been nominated by the fifth congressional district for Congress. There was a torchlight procession of Democrats on the sth. 90,000 persons marched in procession.
