CONSTITUTIONAL REFORM ASSOCIATION. WE, the undersigned, believing the state of public affairs in this colony to be full of peril : — that the war at present existing will entail additional burdens on the people, already taxed to the utmost limit : — that the present excessive taxation paralyses the best efforts of the colonists, and prevents intending emigrants from coming to these shores : and believing, also, that the Colonial Government and the General Assembly, as constituted, can neither legislate for, nor administer satisfactorily, the affairs of the colony— Hereby form ourselves into AN ASSOCIATION, With the following objects in view . — To return Members to the House of Representatives pledged to vote against war expenditure for the sub jugation of the native race. To collect and diffuse statistical information, and endeavour, by public meetings and all otber lawful means, to induce the people of both Islands to petition her Majesty and the Imperial Parliament to revise the Constitution, and thereby obtain separate legislatures for the Northern and Middle Is'auds, with a Federal Congress for the establishment of a Customs Tariff; 'he maintenance of the public credit by payment of interest and sinking fund on Colonial loans ; the maimgement of the Marine Postal >ervices; and providing for and conducting external defence.
