WE, the undersigned, believing the state of public affairs in this colony to be full of peril :—that the war at present existing will entail additional burdens on the people, already taxed to the utmost limit : — that the present excessive taxation paralyses the best efforts of the colonists, and prevents intending emigrants from coming to these shores : and believiDg, also, that the Colonial Government and the General Assembly, aB constituted, can neither legislate for, nor administer satisfactorily, the affairs of the colony — Hereby form ourselves into : AN ASSOCIATION, With the following objects in view . — *^ To return Members to the House of .Representatives pledged to rote { against war expenditure for the sub jugation of the native race. \ To collect and diffuse statistical inforj mation, and endeavour, by public / meetings and all other lawful means, / to induce the people of both Islands ; ,, , to petition her Majesty and the Imperial Parliament to revise the \ Constitution, and thereby obtain \ separate legislatures for the Northern '. and Middle Islands, with a Federal Congress for the establishment of \ . a Customs Tariff; the maintenance of ! \ — the public credit by payment of in- \ tekest and sinking fund on Colonial 1 Loans ; the management of the ( Marjne Postal services; and providing -for and conducting external ;:,.■■ . defence. y W.
