LYTTELTON.
Monday, Oct. 13. Present: Councillors England, Allwright, Willcox, Woledge, Ward, Chalmers, Hargreaves, Hawkins, the Mayor presiding. The minutes of the former meeting were read and confirmed. The clerk stated he had received during the past week : Rates, 7s 6d; Weyburne for cask of cement, £1 7s. The following correspondence was read. From the Mayor of Lyttelton to the Mayor of Christchurch, respecting the late decision of the Provincial Solicitor^ about the reserves, and inviting the co-operation of the Christchurch Council, as it affected their reserves. The Mayor said he had received a telegram from his Worship the Mayor of Christchurch slating that he would bring the matter before the Council that evening. From Mr J. A. Bird, informing the Council he would communicate with the head office at Sydney, and stating their wish to retain the engine. To the Postmaster Lyttelton, informing liim that a proper shoot must be put up at the Post-office to carry off the storm water. The Clerk said orders had been received from Christchurch. to have the necessary work done. From the Provincial Secretary, acknowledging the receipt of the Corporation bylaws, and stating that the Superintendent was advised not to allow them ; also enclosing the Provincial Solicitor's opinion why they should not be allowed. From Mr F. Pavitt. enclosing two plans of the proposed road to Brenchley Farm. Councillor Chalmers said before proceeding to the ordinary business of the evening, he thought some notice should be taken by the Councillors of the severe loss they had sustained by the death of their late member, in the General Assembly. They had indeed suffered a very heavy loss, and he thought they ought to publicly acknowledge it. Mr Chalmers concluded by moving the following resolution : — " That the members of the Lytteltcn Borough Council, on the occasion of the decease of the late George Macfarlan, Esq., member for Lyttelton, in the House of Representatives, desire to express their sorrow and sympathy with his relatives and friends ; they also wish to place on record their appreciation of the courteous attention and the valuable assistance he invariably gave to the Council whenever they required his services." Councillor Hargreaves seconded the resolution. He was very glad it had been brought forward ; he was satisfied no member had taken more interest in their affairs than the deceased. The Mayor said he entirely concurred in what had been said. Lyttelton had indeed suffered a heavy loss. On the motion of Councillor Hargreaves, seconded by Councillor Ward, it was resolved that the resolution be forwarded to the friends of the deceased. The surveyor's report on the road was, on the motion of Councillor Hargreaves, seconded by Councillor Woledge, referred to the Works Committee. The report of the bathing shed committee was read. It stated that the accommodation was inadequate ; it recommended new boxes and stalls, and a new flight of steps, also a new boiler for hot bath ; a portion of the rock to be covered, and two new life buoys provided. The cost would be about £25. On the motion of Councillor Hawknis, seconded by Councillor Hargreaves, it was resolved that the report be adopted. y The Works Committee's report was read; it stated that the Governor's Bay Road was being proceeded with very satisfactorily ; seven men were employed ; the road had been roughly formed as far as Corsair Bay; the road to the weighbridge on the north side had been made. The letter from the Provincial Secretary, respecting the new by-laws was next considered, and a long, indignant discussion ensued thereon ; the members freely stating their opinions on the subject. It was ultimately moved by Councillor Hargreaves, seconded by Councillor Woledge, "That the whole of the correspondence relating to the by-laws, together with the by-laws themselves, be submitted to the Attorney General for his opinion thereon, and that he be asked whether they are in accordance with the Municipal Corporations Act." The following accounts were passed and ordered to be paid:— Weekly pay sheet, £17 10s; Ward and Reeves, £9 12s 9d ; J. Childs, £1 18s 3d. Mr Rich's tender of £15 per annum for the weighbridge was .accepted. This was the only tender sent in. The rate roll was laid on the table and signed. On the motion of Councillor Hargreaves, seconded by Councillor Ward, it was resolved " That notice be gi-'en in accordance with clause 209 that the rate would be made next Monday."
Councillor Allwright moved the notice of motion in his name, " Tha f . tenders be invited to make the road from Sumner Road to the proposed night soil shoot." In moving this resolution, he said he need hardly remark upon the great nuisance tlvit was now in existence ; persons could not walk round the road without being annoye 1 by the stench proceeding from the present shoot ; the shoot that had been put down at Sticking Point was one of the greatest mistakes ; he hoped the Council would agree to the motion. Councillor Ward opposed the motion. The statement made as to a mistake was uncalled for. The resolution was very vague, and Councillor Allwright's remarks did not tend to elucidate the matter. Councillor Chalmers said the shoot was a disgrace to the town ; every one he had met with said so. It was most desirable that the present shoot should be done away with. .Councillor Willcox agreed in the opinion that the shoot ought be done away with. Councillor Hargreaves said if the cost was '£100, and it was necessary to have it done as -a-sanitory measure, it ought to be proceeded with. The motion was carried. Councillor Hargreaves gave notice of motion, " That a sum of £25 be expended on the Bathing Shed."
