LYTTELTON BOROUGH COUNCIL.

Monday, Oct. 5. Present : Councillors England, Allwright, WiUcox, Woledge, Ward, Hawkins, and Chalmers ; the Mayor presiding. The minutes of the former meeting were read and confirmed. The amount collected during the week was— Rates, £1 19s; T. ! Iliingworth, rents, £7 10s. The following correspondence was read : — From Mr J. A. Bird, manager of the Liverpool and London and Globe Insurance Company, stating that the Board of Managemant were of opinion that their engine in Lyttelton could not be of any «ervice in case of fire, and that they wished to remove it to Wanganui. They considered the other engine the town had, quite sufficient for the requirement. From Mr Graham giving 6 months notice that he would give up the quarry he rented from the Council. the Provincial Secretary, informing the Council that the " Education Kate in Aid Ordinance, 1868 " had been brought into force by'aproclamation in the Provincial Government Gazette of the 23rd ult. ; and in accordance with the third clause it had bsen decided to levy a rate of fourpence in the pound; and asking if the Corporation would supervise the collection of the rate, and name a collector, so that a proper bond might be drawa-oufc^ The Mayor said that, no doubt, this rate would take them by surprise. There was an impression abroad that this money was for building colleges for the better classy A long discussion ensued on the subject. Councillor Ward thought the Council ought to wait and see what other Councils did in the mattex^ Councillor Woledge considered they ought to take the initiative. If the Provincial Council made such an obnoxious rate, let them collect it. ,- Councillor TJllalmers agreed in this opinion. The Clerk had got quite enough to do to collect their own rates. Councillor EnglariaTnoved, and Councillor Allwright seconded, " That the Council decline to undertnke the collection, and they further desire to express entire disapproval of this excessive rate." , tr m The motion was carried J Mr Bird's letter was rTCxi; considered. Councillor Woledge thought that the engine was useless to the town. Councillor Willcox said he was very sorry the engine was going to be removed. It was very useful, and would supply the other engine with water if a fire occurred. Councillor Kng'and said the Council ought to express its regret at the removal of the engine. Mr Bird ought to be written to on the subject. It was left to the Mayor to see to the matter. The Sub-committe«'s report, with schedule of weighbridge rules was read, and discussed at length. The clauses as amended were passed, and tenders for leasing the weighbridge were ordered to be advertised for. The Works committee's report was read. It stated that the work on the Governor Bay Road was being proceeded with; six men and the foreman were employed. It asked for information respecting asphalte, and to I provide tar for the same, as certain works now in abeyance would have to be done soon. On the motion of Councillor Ward, seconded by Councillor Woledge, it was resolved that the report be received and adopted. It was resolved that tar be purchased from the Gas Works, Christchurch. Councillor Willcox asked what was going to be done with respect to the bathing place. He thought it ought to pay its own expenses. On the motion of Councillor Hawkins, seconded by Councillor Ward, it was resolved thatasub-committee.consistingof Councillors England, ChAlmers, and the mover, be formed to inspect and report at next meeting. Councillor Woledge's notice of motion, " That the asphalted pavement from the Colonists' Hall to the upper end of Oxford street, be floated with tar," was after a short discussion, withdriwn, and the matter left to the Works committee. '
