[by submarine telegbaph.] Wellington. Sept. 28, 3.15 p.m. There is no intention on the part of the Ministry to resign. The Ministerial policy is supposed to be, to ascertain how far they can go in reference to measures already before the House, and to withdraw such as are vigorously opposed. The Opposition is inclined to advocate dissolution before making organic changes, such as counties, &c., aud to vote a few months' supplies only. Nothing absolutely definite has been arrived at by the Constitutional party this morning.
