TO THE EDITOR OF THE BTAB. Sir,— l notice in ft paragraph in your contemporary, the Times, t\M Mr at Quentin has submitted a design for a nor seal to tho Rorough Council. Whilst giving every credit to Mr St Quontin for hit vcraatlle talents, and his promptitudo in seizing every onportunity, still I think It would bo as well if that gentleman remembered that it is contrary to the Acts of tho Council to undertnko any work boforo publicly advertising the same, and al«o that thoro are other arti'sl* here who aro entitled to tho »amo chance of displaying not only their knowl«dg<s of heraldry, but of drawing ftlßO, Your obedient servant, TRUE AZURE.
