In disowning tho flecond clause, Mr TliomHon nald iio considered tho Provincial Govern* '< mont hud scarecly treated tlio Council fairly. Out of tho votes passed for maintenance of the chief thorough faroa of tho province, tho Council had not received a hldrlo penny, and, an tho road reforrod to is principally used and out up by trafllo having no immediate connection or being a source of benefit to the city, ;ho should lilco to neo it loft as it i», if tho Government will not contribute towards tho ropairs, and if. nuoli is not likely fowuno much inconvenience to tho Jmmedlato rottldontH, Tho tcalHo passing to and from tho Hallway In chiefly from outnido tho city, and tlio street in, thoroforo, in every rcapcot i\ main thoroughfare of tlio province, lie thought tho Council had a great claim upon tho Government, Ho would move that the matter bo referred to tho Public Worku committee, with a request to urgo tho claim of tho Council upon tho Government, Mr liamcaon moved that tho Public WorkH committco bo requested to urgo upon tho Government to asttlet tho Council in repairing tho roado contiguous to tho railway, and now requiring to bo metalled, failing which, that Colombo Direct bo temporarily repaired with gravel, Some further romarkewcro madefixprcselve of the unfair way in which tho Council considered that tho Government had treated them, after whioh Mr Jamoeon'e motion wae carried,
Mr Jameson, in referring to tho next clauso of tho report, oxplnincd that tho Into bur* vt>yor had induced tho Council to sanction Btono kerning much Mulier tlnvn was cither necessary or safe, and that the Public Works commluco wore now adopting a much lower one, which will reduco the cost almost onelinlf. Tho following correspondence was read :•— Letter from tho Provincial Secretary, stating tho willingness of tho Government to supply atone for facing the river hank, near the Victoria bridge. Mr Jameson moved that 120 yards of stono bo applied for. Tho Chairman expressed his disapproval of tho river bunk being faced, It would bo a bad precedent for tho Council to adopt, nnd would cause them to bo looked to in timo to coino for other works in connection with the rivor bank, which ought to bo carried out by tho Provincial Government, Apart from this, however, ho would like to know on whoao authority tlio Coimoil was proceeding in tlio mutter. Mr Jameson explained that it had bv»c« rocommonded by Mr Tliorntoti. Mr Calvoift deprecated tlio intcrfcrenco of tho Council with tho river in any way. A long discussion ensuod upon tho works reecntly undertaken in connection with the rivor, and tho motion woa uUlnmte'y carried, XiOttcr from tho Provincial Secretary offering to supply tho Counoll with broken metal, At tlio rate of 7s Cd per cubic yard. On tho motion of Mr Jameson, consideration of tho matter was referred to tho Public Works committee, with power to advertise for tenders if they fall to mako satisfactory terms with tho Government. Letter from tho I'rovincial Secretary encloning ono from Messrs Holmes ana Co,, intimating that numorous complaint* hud been made to them of the impassable state of tho footpath in Madras aud Manchester Streets leading from tho oity to tho railway station. Tito Provincial Secretary stated that if tho Council decided to repair the footpaths complained of tho Government would be willing to allow sufficient metal to bo taken from tlio heap adjoining the Judgo's oliambor for the purpose On tho motion of Mr Jameson, the question waa referred to the Public Worka commiUec, Mr Jameson informed tho Council that tho necessary subscriptions having bcon collected, tondors nad bcon invited, and one accepted, for tho etono work of the lamp near the Post* ofllco, Tho Chairman said himself and tho Clerk Imd succeeded in collecting jC44 towards the cost of stono work for the ornamental lump opposite Cobb and Co.'a office, and as thi* oxeceded tho estimated cost, ho would request the Council to autlioriso tho burvoyor to I invite tenders for tho work. On tho motion of Mr Thomson, this was agreed to, Mr Jameson informed the Council thai Mr Gould had offered to erect a lamp nt tho corner of Durham and Chester streets, if tho Council would supply it with g*s. 1 Tho offor was accepted with thanks, I Tho Nuisance Inspector reported that Mr , Peterson's back premises in Caslicl street are In a very dirty Btato. A notice had been norved upon Mr Dcarsloy, to replaco the oloflot pan on tho premises owned by him in Montreal etrcot, Mr Bruce had mado a drain from the artesian well on the right-of-way to his premises, and as tlio present channel in to bo fllled up, a drain into Gloucester strcot wilt bo unnecessary, Ho had called tlio attention of the .Surveyor to the cab-stand opposite Cobb & C<j'«j office. It require* raising with alitngla to prevent the wasto water from the liorse-trough overflowing it. In consiiioring tho first clause an opinion wns expressed by the chairman aud agreed to by tho Council, that the Inspector should adopt more nummary measures for compelling the abatement of nuisances, as tho timo lost in reporting an oitenco to the Council, might promote diiwtwe, The Inspoqtorwai ordercl to enforce clcanlinew at once. The action taken by Mr Bruco was con^ aidercd unsatisfactory. Temporary measures were ordered to be taken for improving tho cab stand, as the erection of tho new lamp will entirely remove tlio nuisance. Mr Sheppurd called attention to tho inconvenience experienced in wet weather by the public in consoqnenco of tlio open space in front of tho Cathedral site being undralnad. A somewhat desultory conversation ensued, but iv the power of the Counoil to do any* thing in tho matter v/as notp >r >pcrly understood tlio subject waa defcrroi ■„. I, next mooting, Tho Council then adjourned.
