.PITY OF AUCKLAND. SPECIAL ORDER MAKING BY-LAWS No. 11. Public Notice is hereby given that at the Ordinary Meeting of the Auckland City Council, to be held on THURSDAY, the 22nd day of February, 1912, a Resolution will be submitted for the confirmation of the following Special Order made at a Special Meeting of the said Council on the 26th day of January, 1912, viz.:— That the Auckland City Council doth hereby by Special Resolution intended, to operate as- a Special Order make the following Bylaws to be known hereafter as By-laws No. 11 (here follow the By-laws):—. The object and purport of the said Bylaws is as follows:— To extend and amend By-laws No. 1 of the City of Auckland. , To amend Section 156 of By-laws No. 1 by adding new Sub-clauses forbidding the keeping of ashes, waste food, or other rubbish and refuse on any premises except in suitable metal receptacles, and specifying the size and construction' of such receptacles and regulating the placing of the same for emptying. To repeal Section 7 of By-laws No. 4. To repeal Section 198 of By-laws No. 1, Section 10 of, By-laws No. 4, and Section 8 of By-laws No. 6, and in lieu thereof to enact new Clauses governing the method of charging for water by meter should any meter be out of repair, cease to register, or register inaccurately. To further amend Section 215 of Bylaws No. 1— (a) By repealing the portion thereof referring to the charges for water closets, and in lieu thereof, ' enacting new charges therefor. (b) By repealing the portion thereof referring to charges for baths, and enacting fresh charges therefor. (c) By repealing the portion thereof referring to the charge for supply of water from Mount Eden Reservoir, and enacting a new charge in lieu thereof. (d) By adding thereto charges for water to the Training College, Wellesley-street, and to the Mpunt Eden Borough, for swimming purposes, and to Suburban Local Bodies for street watering by Tramway sprinkler. (c) By the addition thereto of a provision for reading water meters, and for the payment of the charges based thereon at any stated* period other than quarterly. To repeal Section 11 of By-laws No. 4, and Section 5 of By-laws No. 9. To forbid the connection of any overflow to any bath unless the water for such bath is supplied and charged for by meter. To repeal Section 325 of By-laws No. 1, and to enact in lieu thereof fresh charges for the Licensing _of Billiard Rooms, Bagatelle Rooms, Bowling or Skittle Alleys, and Shooting Galleries. To forbid smoking in places of public amusement or public meeting without permission. To forbid the overcrowding of places of public meeting and places of public amusement. To repeal Sections 311, 312, 313, 314, and 317 of By-laws No. 1, and to enact in lieu thereof, Clauses defining the terms "Explosive," or "Explosives," "Petroleum," and " Dangerous Goods," and the conditions under which they may be stored, and for the issue of Licenses for such storing, or for the storing of carbide or calcium, or keeping empty crates, cases, or inflammable substances. To fix a proper and suitable bathing costume. To forbid undressing in the open-air for bathing purposes-by persons above the age of 12 years. To forbid persons under the age of 18 years driving motor cars. To forbid the driving of any motor car unless it shall be provided with sufficient brakes. To forbid the use of motor cars above five hundredweight unladen upon the streets unless capable of travelling backwards or forwards. To provide for the application to motor cars the existing By-laws regulating ordinary traffic. To provide for proper means whereby audible notice of the approach of motor cars shall be given to the public. To provide for motor cars being stopped whenever necessary. To provide that motor cars shall "alloT" sufficient room for horses in the streets. To regulate the speed of motor cars when meeting or overtaking restive horses, when approaching the corners of streets, when in fog, darkness, or the like, when unable to have an uninterrupted view in streets, and when passing tramcars at rest. To fix proper lights for motor cars. To forbid riding or driving any animal or vehicle at other than a walking pace over the intersection of certain streets. To provide that the provision of Part 20 of By-laws No. 1 shall apply to all cabs, omnibuses, or vans plying for hire propelled by motor traction, and to the drivers or motormen and conductors thereof. To amend Section 378 of By-laws No. 1 by fixing the charge for a motorman's license. ' To amend Section 378 of By-laws No. 1 by altering the charge for a conductor's or driver's license. To fix the fares for cabs propelled or driven by motor traction. To provide that motor cabs shall carry indicators signifying when they are for hire or otharwiM.
