Public Notice is hereby given that at. a Special Meeting of the Mount Eden Borough Council, to be hel > in tbe Council Chamber Mount Eden Road, on MONDAY, the Ist day of July, 190', a hesolution will be submitted for the confirma'ion of the following Special Order, made at a special M eeting of the said Council on the 29th day of Way, 1907, viz. : — "That the Mount Eden Borough Council doth hereby, by special resolution, intended to operate as a Special Order, make the following By laws, to be knnwn as the Mount Eden Borough Council By laws No 1," viz :-(Here follows the By-laws i, The object or purport of the said By-laws is as follows : — Part 1 Repeals all Bylaws heretofore made by the Mount Eden Road Board and now in force in the Borough of Mount Kden with the exception ot the By-law made by the Mount Eden Road Board on the 7ch day of January, 1895, relating to the resolution of Heavy Traffic whicli said By-law remains in full force and effect. . Part 1 fuither contains the general interpretation clause ; defines the manner of serving notices ; defines the issuing of licenses ; provides a penalty of not exceeding £20 for any breach of any of the By-laws and £6 per day for any continuous breacti thereof. Part 2, in respect of Buildings, regulates the erection of, addition, or alteration to, and repair of buildings; prohibits the ereclion of buildings upon a site of an area of less than J of an acre and not having a frontage of 60 feet to a street ; provides that no building shall be erected upon ground not properly gra cii ; and fixes sundry fees for building permits ; regulates the building of stables ; piovides that stables already existing and not constructed in accordance with By-laws, and causing nuisance, must coniorm to requirements of Council. Part 3, in respect of Streets and Street Traffic, regulates the erection, construction and maintenance of porticos, verandahs, awnings, balconies, and other projections ; erections of flags, signs, or other similar things ; encroachment or overhanging of trees or shrubs; fixing names of streets : construction of drains under footways ; construction and repair of crossings over footways ; deposit of building or other material ; erection and maintenance of builders' hoardings, scaffolding, ladders, etc ; wandering, depasturing and driving of cattle; riding of bicycles ; driving of vehicles ; loitering of persons: assembly of persons ; street cries; betting; spitting and other similar things. Further provides for sundry fees and charges in connection with permits Part 4. In respect of Sanitation and Nuisances, provides that drain connections shall be licensed; regulates construction of drains and waterclosets, and provides for various fees and charges in connection therewith ; regulates the building, general construction and position of privies ; the disposal of nightsoil, refuse, filth, or rubbish of any kind ; fixes the hours during which offensive matter may not be carried through the Borough ; prohibits cesspools or cesspits ; provides that small backyards of certain area shall be concreted or asphalted ; provides for removal of manure ; conditions under whicli poultry may be kept ; forbids the keeping of swine and goats, unless permit first obtained from Council ; provides for the inspection of premises, and to open up any ground for tbe inspection of any drain, etc. ; gives specification for pipelaying in connection with drains, etc. Part 5. General provisions for the good • rule and government of the Borough ; in respect of public health and convenience ; for the prevention of fire ; regulates the lighting of fires and burning of rubbish. Part 6. In respect of Waterworks, determines the ordinary and extraordinary supplies ; provides for licensing plumbers ; regulates the laying of pipes ; use of fittings ; supply and use of water ; forbids damage to any part of waterworks, waste or contaminaof water, and fixes sundry rates, fees, and charges to be paid in connection with such matters. Part 7. In respect of Buildings for Public Meetings, fixes the fees for licenses for same ; regulates the lighting and use of such buildings. < Part 8. In respect ot Billiard Rooms, Shooting Oalleries, etc , regulates the licensing of such rooms, hours of closing, admission of persons thereto, and fixes the license fees for same. A Copy of the proposed By-laws is deposited at the Office of the Council in Mount Eden Road, and is open to the inspection lof the -public during office hours until the said Ist day of July, 1907.
