There are certain socalled " governing families " in Wellington, Taranaki, Nelson, and Marlborough whose members, even to their sisters, cousin*, and aunts, are maintained out of the Civil Service, who have come to regard it as their natural heritage, and who bid fair in time to absorb the whole of the departments. We need only instance the Atkinsons, Richmonds, and Hursthouses. . *
