MOTORIST IN COURT. REFERENCE TO DEBATE. An attempt to use Hansard foi interpreting the law was made in the Otahuhu Magistrate’s Court during the hearing of a case under the Motor Vehicles Amendment Act, 1936. A motorist who was charged with exceeding the speed limit of 30 miles an hour submitted, in defence, that the part of the road traversed was not a populous areas. He said it was not the intention of the legislation to include all roads in boroughs or towns, but only such as were held to be thickly populated. The defendant produced a copy of Hansard and referred to the debate on the legislation. “We cannot listen to any quotations or speeches from any printed matter,” said the presiding Justice of the Peace, Mr. S. Richards. “We have to administer the Act as it reads, and so far the aspect you raise has not been covered by regulations.”
