/(By Telegraph.—Own Correspondent.) PARLIAMENT BLDGS., Aug. 14. Though admitting his dislike of the •primate duty, Mr J. A. Fletcher (Grey Bynn) declared the Budget must be balanced, so it had to be' faced. He hoped to see a big surplus at the end 4 of this year, 'for that would give a fine chance to make a definite start •with an unemployment insurance fund. Mr A. M. Samuel (Thames): Do you favour extra primage duty? Mr Fletcher: I don’t like it any more than any other individual, but I prefer the whips of primage to the scorpions of Reform administration. (Laughter and applause). Mr Samuel: A very brave answer!
