A MUTILATED MESSAGE.
MR. HOLLAND’S STATEMENT. THE MISSING PORTION. (By Telegraph.—Press Association). WESTPORT, March 23. As surmised, a portion of Mr H,. E. r Holland’s statement to the press from " Westport yesterday was omitted in the transmission, and the message continued as follows: “If General Richardson had been removed from the office of Administrator six or eight months ago, the position in Samoa would have been more satisfactory to-day.. However, I hope with the change of Administrators an element of common-sense will be given a - chance, and that the endeavour will be made to understand the position from the Samoan viewpoint, but I am convinced that New Zealand cannot regain the confidence of the Samoans without a drastic reversion of the policy which has recently been .pursued. The conciliation of all banishment and deportation orders and a decision to honour every. promise made to the Samoans in the name of New Zealand, together with announcements that there will be no further punishment without fair trial, would go far towards bringing about State tran- . quility.
