BY THE UPPER HOUSE. BECOMES A DEAD LETTER.
•(By Telegraph. —Press Association*!. WELLINGTON, Dec. 3. The Legislative Council passed the rthird reading of the Licensing Hill by :21 votes to 13. A 2J PER CENT. MAJORITY. The fight over the Licensing Amendment Rill was resumed in the Legislative .Council yesterday. Speaking on the clause prescribing -the manner in which the result of a poll is to -be determined, the Hon. V. H. Reed moved an amendment to provide for a 52J;—-47J majority to carry prohibition. The amendment was carried by 21 votes to 11. The division list was as follows: For the Amendment.—The Hons. Bell., Alison, Carrington, /; Clark, Cohen, Collins, Garland, Lang, Mackenzie, Mclntyre, Mander, Mitchell Mitchelson, Newman, Reed, Scott, Snodgrass, Triggs, Weston and Witty. Against the Amendment. —The Hons. '•Craigie, Gow, Hall-Jones, Hanan, Hawke, Isitt, MacGregor, Malcolm, 'Moore, Smith and Thompson.
