SW' ■ ill (1) The Poll to be taken on the 31st of this month is for improvements to the Port of Thames at and about Burke Street Wharf in accordance with the recommendation of - Mr Blair Mason, the recognised authority on Harbour Works. (2) The lay-out, scheme of works and estimates of cost have passed through the criticism of one Royal Commis- : sion, two Committees of the House of Representatives, two Parliaments, and, finally, have been adopted by the present Harbour Board. f (3) The Poll, if successful, will enable the Board to borrow £60,090. This sum covers the cost of the works, the first year's Interest and Sinking Fund on the total Loan money, and all charges. (4) The Poll, if successful, does not enable the Board to borrow more than £60,000 on the security of the Borough of Thames. No additional money can be borrowed until the issue has been again submitted to the Ratepayers and a new Poll taken. (5) The Loan money will be spent in this Town. Out of the £60,000 borrowed, a sum of £40,000 to £50,000 will be so spent, probably more. (6) The works will provide improved port facilities, greater port revenue, steamship competition, lower freight rates, lower passenger fares, greater local employment, and cheaper goods. (7) The greater port revenue will be derived from: (a) Increased shipping tonnage using the Port (b) Manures, hardwood timbers, Australian produce, Southern produce, etc., passing through the Port (c) Increased general goods . (d) Increased number of passengers . (8) The improvements can be carried out within two years. (9) The money is available as soon as the consent of the Ratepayers is given at this Poll. (10) The port is now being run at a profit, and this, with the provision in the Loan of a full year's interest and sinking fund on the total amount, plus the increased revenue accruing from the greater port business should ensure that no rate need be collected.
