PASSIVE RESISTANCE. NOW WEAKENING. (A. and N.Z. Cable.! LONDON, July 24. The Daily Telegraph’s Dusseklorf 'correspondent says there is «ome “evidence of weakening of passive resistance. The coal-owners at one or two points are paying the coal tax, thus enabling coal to enter unoccupied Germany. The greatest difficulty in the Ruhr is the pancity of bank notes. Numerous firms and municipalities are ■demanding authority from Berlin to print their owp notes in order to pay theri workmen’s wages.
