SINN FEIN. A BIG CONGRESS. ISSUES OF IMPORTANCE. (Received 8.50 a.m.) LONDON/ Feb. 21. [About 3000 delegates attended the. /Sinn Fein Congress, known as [Ardfheis. De Valera who presided, invited the meeting to decide whether the vote on the treaty should be taken openly Or by ballot. An amendment was • adopted in favour of open voting. Mr. Collins remarked: “There can be no doubt about that vote.” De Valera, when submitting the motion, said that the necessity for an interpretation of the Constitution -arose over the signing of the treaty, to ascertain whether it was according to the Constitution, which was formed for securing international recognition of the republic. , De Valera implored Congress, if it Could not resist British rule, to adopt actively a policy of passive 'resistance. De Valera’s motion was to the effect that the aim of Sinn Fein will Ibe as before,*'.to secure international recognition of Ireland as an independent republic, that Sinn Fein will put forward at the forthcoming election candidates pledged not to take the oath of fidelity 'to the British King, and not-to own allegiance to Ihim.
