SUBMARINE ISSUE. FRENCH ATTITUDE. (A. and N.Z. Cable.) PARIS, December 27. The Senate’s Naval Committee adopted a resolution that, owing to naval weakness and the condition of the finances, the submarine' is a perfect weapon for coastal defence.
