NEW YORK, MarrcE. & The World's Washington corres- , pondent learns from a high Japanese source that Japan expresses grave fears with regard to the situation in Siberia, believing that the Bolsheviks ar& incapable of protecting their own interests there. Japan regards April as the mojst suitable month in Avhich to begin a campaign but will not act except with the full approcal of the Allies.—A. and N.Z. Cable.
