THE JAPANESE INTERVENTION
TOKIO, March 7 The press and public are profoundly stirred over the Siberian debacle, and there are frequent Cabinet meetings. Though radical differences of opinion exist, the leading newspapers are clamouring for immediate action. A. and 'N.Z. Cable. NEW YORK, MarrcE. & The World's Washington corres- , pondent learns from a high Japanese source that Japan expresses grave fears with regard to the situation in Siberia, believing that the Bolsheviks ar& incapable of protecting their own interests there. Japan regards April as the mojst suitable month in Avhich to begin a campaign but will not act except with the full approcal of the Allies.—A. and N.Z. Cable.
