PETROGRAD, May SI,
The Government has approved the raising of a loan of two thousand million roubles (£212,500,000), and the issue of paper money. It has decreed that public drunkenness Lj punishable with eighteen months' imprisonment, and violence or robbery by drunkards with six to eight year 3' penal servitude. Discussion is tiiKing place on the .Finnish demands, including autonomy to be internationally guaranteed.—-A. and N.Z and Beuter.
