The New York World's Paris correspondent, in an interview with the Belgian Minister, states that Van de Vyv'er said the Clandestine communication's from Belgium occupied territory show the Belgians unitedly support the Govei'nmient's attitude on the German peace proposals. Peace is impossible without restoration of territory, reparation for dain ages, and guarantees against a. repetition of the violation of the treaty, of the rights of tlte Belgians. We believe President Wilson acted' in an hu manitarian spirit not to help and not to liarm the Belgians and to cause comparison with the Allies a.nd German view suffice to convince"the United States of the insanity of Germany's attitude, and the impossibility to discuss Germany's proseni proposals. Germany's need of peace is now very great and possibly as it become; greater they will extort more reason able proposals.
