Mr Jenkinson moved as an amendment "That in the opinion of the Council.a member of tJit: Government holding' a portfolio should be appointed to lead the Council, and that no business be transacted until that Minister is so appointed." He j spoke on similar terms to those in I his speedi on Saturday last on the I samel subject. 1 Hon. Mr Samuel explained, that at the present time the Government could not legally appoint a member of the Cabinet as the leader of tlio Council because the available portfolios were already filled. After considerable discussion the amendmelnt was lost by 17 to 7, and the sessional committees were then ■ set up. The motion for the Address-in-Reply was postponed, and the Council rose.
