Thie Times' commenting on. the approaching naval conference with the Canadian Minister, states* that Canadian opinion is deeply divided. The party in power regards it as impossible to have a. separate i.a.val policy and common Imperial citizenship. The Liberals on the other hmd are haunted by the fear that Ui». Dominion will be drawn into the vortex of Eiutopeam militarism and this, f'-ar is still to be reckoned with.
It is vitally important that nny alcftion of the Dominion's sho-ul have national sanction, and Ebgland <lre.« not desire to dictate its poli-T.
