Mr Hughes ha* prepared a memorandum to the request of the State Premiers showing the extent of the Commonwealth. - He intends to ( e*ercise enlarged powers should the proposed constitutional amendments b* adopted. He declares that legislation is necessary to give effect to the new protection policy which will be pawed at. an early date. Preference and amendment to industrial legislation and State laws will not bo affected in any way. The Commonwealth has nr. desire to '. trespass on the: domain of the States, ''but; will operate effectively <, m ;Bphere wherein the States cannot owing to; the geographical limitations to do «> unaided..
