Lord Roberts, Duke of "Wellington, Lord 'Meath, Lord Miner, Lord Curzon, and Gaglani, -6n behalf of the National 'Service League, propose that all youths between 18 and 21 (spend four to six months in cam-p, fol'!owed by a musketery course aradi a fortnight's camp, for three years. It is estimated the territorial army ■Would be increased within, four 1 years to -4100,000, with 150,000 recruits, and eventually a reserve of 600,000 at a cost of lour millions sterling... Referring to the present territorial force they state it dices not provide sufficient men for peace training, and is a hopelessly inadequate burden, an-1 unfair in incident*.
