CAPE AND NATAL FORCES. (Per United Press Association.) .. T>;. • ' June 8. neuter's correspondent at Capetown state® that it is understood that the Admiralty has agreed to the naval contributions of the Cape and Natal being epent locally. A portion of the upkeep of ships provided by the Admiralty and the rest spent on the improvement of defenioe and the re-es-tablishment' of a nucleus of a colonial navy composed of.submarines or destroyers. Local legislation is to settle the 'arraingemente and provide for the service of volunteers anywhere abroad. Dr. Smarts Cape Commissioner of Works, announces, that the Cape and Natal will henceforth act 'jointly, as if the volunteers of the two colonies were a federal force.
