■ THE KIND'S SPEECH. i (Per United Press Association.) ; LONDON, August 13. The Lord Chancellor (the Earl of Balsbury) read the Speech from, the Throne at the prorogation of Parliament. It mentioned the conference to introduce much-needed reforms in Morocco', and the Scandinavian crisis, expressing the hope that wise moderation! .would solve the difficulties. It also referred to the arrangement im oonnectiom with the defences of Halifax and Esquimault, to the treaty with the Ameer of Afghanistan, and announced that in t-h« Transvaal representative institutions would become operative as soon as all the electoral arrangements were completed. It trusted that a\l section® would unite in exercising the large measure of • political power thus; conferred by (Parliament, i Parliament Bas been prorogued until October 30.
