INTERNATIONAL ARBITRATION. 4N ANGLO-FRENCH DISPUTE. (Per United P.eeg Association.) LONDON, August 9. The Hague Arbitration Tribunal has given its decision in. regard to tho differences between England and France respecting Muscat. It is to the effect, that since 1891 France has not been entitled to authorise- the subjects of the Sultan of Muscat ito. fly the French flag- unless they were proteges of Franc* before 1863. Dhows thus under the French protection e©jcy within tha territorial waters of Muscat the right of inviolability conferred under the. : treaty of 1844, but this right is not i transferable.

Britain, however, on several occasions has upheld .the Sultan's authority with her warships, and ' in that way has established an effec- . tual protectorate.)
