Daily Telegraph's St. Petersburgl correspondent reports that the Czar has sanctioned Khilkoff's plan to duplicate the Trans-Siberian railway at a. cost of eleven million-, and approved of the Admiralty's sehonvs to create the nucleus 1 of ti now fleet at a cost, of forty*million sterling.
