WELLINGTON, June 21. The ceremony" of laying the foundation stone of the new railway offices took place. The rain had increased to a steady fall by noon. The Duke was presented with a trowel,, with gold blade and greenstone handle, and the Duchess with a gold and greenstone bouquet holder. After performing the ceremony the Duke commented on. the evident prosperity of the polony afforded by the ; necessity of more railway accoiompda- ■ tion. He congratulated Hon. Mr !
