PRESS VICTORIES IN CHINA.

Dr, Morrison^ the Times' correspon- 1 dent, is 1t bigger man than any diplomat in Pekin. He is usually aßout a week ahead of the British Government in getting wind of important negotiations between the: Chinese and Russians arid- "Japanese. In cabling the text of the Russo-Chinese Convention concerning Manchuria he had, later, to make a few corrections in detail owing ta the "clumsiness and obscurity of the Chinese translation of the' Russian 1 docuhi'ent," as he explained this document.-'While in the opening part it ibreitheV ctajy good faith and neighbourly feeling and says Russia desires simply to hasten, the resumption by China "of the entire civil Government of Manchuria as before," yet when looked into narrowly, as to the conditions of Russia's withdrawal we find;a solemn promise pa be made good only at the ; Greek Kalends. "Russian garrisons are to remain. No other foreigners; are to be allowed to hold office or, to obtain a mining or railway concession. Russia is to have the right to build a railway straight to Pekin. China is not to construct a railroad either in Manchuria or Mongolia, nor in any place adjoining the Russian (moveable?) frontier without the previous assept of Russia!" These little arrangements completed an indemnity, satisfactory to Russia, paid over the Czar will be happy to restore the province to its "former admirable Government." •
